In the IT field I would look at Capella, Nova Southeastern, University of Maryland University College, Bellevue, or University of Phoenix. There are many others, but these seem to have some good IT programs out there and they all have an online option.

Anyone with a Master degree or higher is eligible to teach so long as the university wants you. However, most accreditation organizations count the number of doctorates and master degree professors and there is a ratio standard.
