The ONLINE keyword means the program delivery; meaning the method of instruction is conducted via the internet. The exams too are online. But some colleges require in-campus or proctored exams but there are only a few I think. There are still homework, project, quizzes required to complete. There are brick and mortar colleges that offer 100% online degrees. Based on your question, do you only want to enroll at a university/college that does not have a ground campus? I think Penn FOster is one. Baker College is a brick and mortar for many years that also offers online programs that requires no on-campus meetings.

I would like to put my head into study, but I'm traveling so much and I work so much that I cannot commit myself to go to a regular university. Do you know any college or university which operates TOTALLY online?

I agree with what you said. Don't just go for the cheapest; but research the quality and the school's reputation.

Kairos:
Amberton University, TX (regionally accredited) is currently $225 per credit hour, which is $675 per 3 credit course. This is for both grad and undergrad classes; in-state or out-of-state students. Their degrees focus on Business, Human Resources, and Counseling.
Jacksonville State University, AL (regionally accredited) is $225.00 per semester credit for a MS in Computer Systems & Software Design
Indiana State University, IN (regionally accredited) $204.00 per semester credit, plus tech and distance learning fees, for a MS in Electronics & Computer Technology
Columbus State University, GA (regionally accredited) $432.00 per course, plus tech fees, for a MS Applied Computer Science/Information Assurance
A few things you may want to keep in mind when computing the bottom line value:
1) If they offer degrees in the area you want to study
2) If they tack on other hidden costs, like technology or activity fees for every course/semester
3) How many total credits are required for the degree - this can vary for Masters degrees and will impact your final investment
4) What previous credit courses you may transfer towards the degree, if applicable
5) For Masters degrees: If there are any restrictions regarding your previous Bachelors, such as GPA or subject area, and if you need any required testing, such as GRE or GMAT
6) Do they have any residency requirements (which will occur cost and hardship)

Well, sure...there are plenty. I would ask what you consider to be "totally online." Even the programs which bill themselves as online programs will require you to do homework assignments, work with textbooks, write papers, etc.

Ashworth University :Cost per credit hour: $80, and that includes books too.

California Coast University :The cost is $110 per unit, or $330 per course excluding textbooks.

I think Andrew Jackson University is the cheapest I have encountered. With their sponsored tuition, it's about $400 per semester, not including books. You can take up to four classes per semester, although that is a heavy workload if you also work full time. That translates to $33.33 per credit hour. There are some fees the first semester which make the cost around $500, but that's still a great deal.

Also, many "budget" schools are likely going to make you buy your textbooks, which can often cost well over $100 for each class. I go to an expensive school, Kaplan, but I do not have to pay for books.

I found Western New Mexico University to be very inexpensive but then the quality wasn't exactly there either. Don't forget Amberton University, around $600 per class at the grad level. Now that's cheap.

City College of San Francisco - though no DL degrees, just courses, $20 per credit

FoothillCollege in Los Altos CA - a slew of AS online degrees at $13 per credit for CA residents.

Well, I suppose in-state tuition at California community colleges is the absolute cheapest, but New Mexico's community colleges are dirt cheap for everyone.
