insurance, distance classes, and fulltime status

My daughter is considering enrolling in a career program at Penn Foster. To stay an eligible dependent on my health insurance plan, she must be enrolled as a fulltime student in a licensed or accredited college, university, vocational, or trade school. The insurance does not set a minimum number of hours to be classified as fulltime. They leave that to the school to determine what the school considers fulltime. The community college in our area considers 12 hours as fulltime.(even classes taken online). Does anyone have any experience with online programs and dependent eligibility for insurance purposes?
