I've said it here before, and I'll mention it again: don't bother emailing Penn Foster College. You'll usually only get an automated reply. They are so large (second only to University of Phoenix in U.S. enrollment), that I don't think they are able to reply to email any other way. Keep calling them on the phone, and if you don't get what you need from the person you are speaking to, then ask for their supervisor and keep going up the chain of command until you get the result you want. If you don't get any satisfaction dealing with anyone at Penn Foster College, contact the Better Business Bureau, of which they are a member, or alternatively, contact the DETC. That would definitely get their attention.
I have been a student at PFC for the past 2 years, and I have never had a billing problem with them. I wasn't even aware that they accepted payments by Western Union. These posts also bring up another good point: NEVER give ANYONE your Social Security number unless you intend to enroll in a program. They would not need it for any other reason.
I enrolled for my program online, so I guess that helped me bypass any potential billing problems.
As for the quality of the program, I'm not sure what materials you consider "garbage", but I have looked up my textbooks on other web sites such as Amazon.com, and the books I get included with my program would otherwise cost me an average of $200 each. They are regular college textbooks.
