I assume you mean the St. Clements University purportedly in Turks and Caicos. It's a fake -- the only tertiary institutions recognized locally are the Turks and Caicos Islands Community College and a marine biology external program of Boston University.
There's no reason a distance learning institution can't operate from a small country, and personally I'd like to see Caribbean countries get into hosting distance learning institutions the way they've gotten into hosting medical schools. But St. Clements University isn't it.
