But then I got a little off topic didn't I?

    Indeed

The system isn't broken, but I'm willing to bet that it can be with too much interference.

I didn't say it was broken. I said it could be leveraged to help the country out of its current malaise and be used to take on our future challenges.

As for government controlled corporate training?  I get chills just thinking about it.

Which, fortunately, is not a metric used to evaluate ideas. Personally, I like a stronger governmental role, but personal preferences are not at issue.

I'm a college student from the Philippines and honestly, I don't think our government, as well as the local government units, is doing enough to achieve that goal.  Although there are efforts to produce a more globally competitive work force through the preparation of the students in higher education, there are still many "gaps".  Take the curriculum, for example.  Some do not cater to the wider scope of things and some stick to the traditional ways of education.  We seldom divert from the conventional trend and.  Our country, I understand, is quite conservative and is struggling with different economic, political, social, even cultural crises.  But I do think that creating a more aggressive, vibrant environment in the higher education would thoroughly prepare us for the future.

Interesting.  What, specifically would you suggest that they do?  I know there are some distance learning opportunities in the Philippines, like UPOU, but I don't know a whole lot about it.
